The Consultant agrees to hold the prices/rates in its offer firm for the duration of the assignment (6 months) from the date specified for the receipt of offers unless another time is specified in the addendum of the RFP.

  1. About ZHI

Zimbabwe Health Interventions (ZHI) is a local Zimbabwean non-profit human development organization registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05).  Its mission is to develop and deliver innovative and sustainable high-impact, integrated health interventions to the communities we serve, while working with and strengthening existing institutions. ZHI is currently implementing the Re-Ignite Innovate Sustain and Empower (RISE) program which is a five-year (October 2021 – September 2026) United States Agency for International Development (USAID) funded program. The RISE Program is one of the President’s Emergency Plan for AIDS Relief (PEPFAR) funded programs through USAID that aims to disrupt the main drivers of HIV risk for adolescent girls and young women (AGYW) in Zimbabwe using a proven approach called Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe women (DREAMS).

  1. Background

The ZHI DREAMS-RISE program seeks to strengthen the capacity of partners, RISE program sub-awardees and staff on positive parenting using evidence-based curricula and approaches (Sinovuyo), in line with PEPFAR’s localization agenda that seeks to ensure that local partner has adequate capacity to implement PEPFAR funded projects. The aim is to promote gender-transformative, positive parent/child relationships (especially for OVC and adolescents) through coordination of positive parenting interventions for parents and teens in the nine DREAMS-RISE project districts, namely Bulawayo, Bulilima, Beitbridge, Gwanda, Gweru, Insiza, Mangwe, Matobo and Mazowe.

  1. Scope of Work

The Positive Parenting Consultant will provide technical guidance for the program on positive parenting. S/he will work closely with the Technical Director to provide capacity strengthening of partners and staff on positive parenting using evidence-based curricula and approaches (Sinovuyo). The consultant will promote gender-transformative, positive parent/child relationships (especially for OVC and adolescents) and will coordinate positive parenting interventions for parents and teens in the nine districts (Bulawayo, Bulilima, Beitbridge, Gwanda, Gweru, Insiza, Mangwe, Matobo and Mazowe). The consultant will also coordinate capacity building efforts for the RISE program sub-awardees in positive parenting, in line with PEPFAR’s localization agenda that seeks to ensure that local partner has adequate capacity to implement PEPFAR funded projects. S/he will have management oversight of assigned number of sub-awardees as well as district staff directly implementing parenting programs.

  1. Expected Deliverables of the Assignment
  • Design, plan, coordinate, and conduct training of trainers (TOT) trainings for staff and competent Sinovuyo facilitators, assess and certify trainers using the evidence based Sinovuyo Curriculum.
  • Support the development of training materials and Sinovuyo Facilitators and staff trainings on Positive Parenting interventions.
  • Ensure the program team and partner staff use the appropriate systems and tools.
  • Facilitate identification, assessment, and strengthening of partnerships relevant to DREAMS-RISE program, applying appropriate partnership concepts, tools, and approaches.
  • Ensure that both program and partner staff have the requisite knowledge and skills to successfully deliver positive parenting curricula/intervention.
  • Monitor positive parenting intervention program indicator performance across the nine implementation districts and provide mentorship and support to district teams and sub-awardees to assure successful delivery of the intervention.
  • Provide mentorship and support to available Sinovuyo facilitators, coaches, and trainers.
  • Perform various activities in support of positive parenting program design, planning, implementation, monitoring, and reporting including but not limited documentation of success stories.
  • Prepare presentations and coordinate program communication needs through writing and editing communication resources, such as case studies, brochures, briefs, reports, for both internal and external audiences.

5.      Required Professional Qualifications, Expertise and Competencies.

  • Must be a certified Clowns Without Boarders South Africa (CWBSA) Sinovuyo Master trainer.
  • At least 3-5 progressive years of experience as a Positive Parenting trainer/focal person with a reputable NGO
  • Demonstrated knowledge of evidence-based and promising behavioral and structural HIV prevention interventions, best practices in community health interventions, and linkage to services and approaches to addressing gender issues relating to HIV prevention.
  • Hands on experience managing a large complex Project at national level.
  • Demonstrated experience in training and facilitation including ability to design training programs.
  • Experience in collaboration with other stakeholders as well as Partnership management
  1. Duration of Consultancy
  • The assignment is expected to run for six (6) months and is expected to start in April up to 30 September 2023.
  1. Location of Work

The consultant will be based at the ZHI National Office in Harare with frequent travel to DREAMS-RISE project sites.

  1. Application Procedure

Interested candidates are requested to submit the following:

  • Technical and financial proposals (as a single document) of not more than 5 pages, detailing the following:
    • Capacity statement indicating ability and work experience relevant to the assignment.
    • Clear understanding of the terms of reference
    • Financial proposal, indicating expected consultancy fees for the assignment and confirmation of availability for the duration of the assignment.
  • Detailed Curriculum Vitae summarizing the consultant’s qualifications.
  • Minimum of three (3) contactable professional references related to the execution of similar assignments.

 Evaluation and Selection

Proposals will be evaluated and ranked according to the conditions described in the evaluation criteria below, with a total overall maximum point value of 100:

Selection will be based upon “Best Value”.   Applications will first be evaluated and scored from a technical standpoint. Applications that are technically acceptable shall then be evaluated in terms of cost. The award shall be issued to the offeror with the highest combined technical and cost score. Iinterviews/oral discussions with shortlisted candidates may be held, and references will be checked.

  1. Payment conditions

The consultant should detail how their payments are structured and any related terms thereof. Payments shall be made directly to the vendors’ Nostro bank accounts, subject to applicable taxes.

  1. Submission deadlines

Proposals, attendant documents, including a cover letter and trade references, should be emailed to: tendersrise@zhi.co.zw  with subject: “Consultant for Positive Parenting Trainer of Trainers”. The successful organization or individual will be informed once a decision has been made by ZHI. The deadline for submission of proposals is 31 March 2023 at 1700hrs.

  • ZHI reserves the right to eliminate bids deemed not to be in the best interest of ZHI and award the contract to the bidder whose submission is in the best interest of the organization.
  • ZHI reserves the right to accept or reject any proposals received at any time, without thereby incurring any liability to the affected bidder(s) or any obligation to provide information on the grounds for the action.
  • ZHI reserves the right to enter into agreements not specified herein. All responses must be received on or before the deadline of submission date.
  • Incomplete proposal submissions that do not comply with all specifications will be rejected.
