About
Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high impact integrated health interventions with local communities while working with and strengthening existing institutions. Zimbabwe Heath Interventions (ZHI) is seeking applications for a Provincial Manager for an anticipated USAID/PEPFAR supported five-year Care and Treatment project in Zimbabwe. The focus of the project will be to increase the availability and quality of comprehensive HIV prevention, care and treatment services through support to the health sector and community-based interventions, with a focus on ensuring all HIV positive individuals know their HIV status, are on treatment and are virally suppressed and those at risk of contracting HIV access high impact prevention services including prevention of mother-to-child transmission, pre-exposure prophylaxis and post violence care. Recruitment is contingent upon successful award of the project
Basic Function
The Provincial Program Manager(PPM) is responsible for leading the ZHI provincial team, managing all technical aspects of the Care and Treatment program in the province, operational support and coordination/networking within the province in line with organizational and national guidelines and targets. The Provincial Program Manager directly supervises the District HIV Care and Treatment Coordinators. The Provincial Program Manager reports to the Technical Director at the National Office.
Job Description
1. Coordinate and build relationships with Provincial Health Executive and Other stakeholders
• Conduct provincial stakeholder analysis and develop stakeholder communication and advocacy plan
• Cultivate, nurture and sustain relationships with MoHCC representatives and other key stakeholders at provincial and district level, to enable open communication as well as collaborative and sustainable program implementation.
• Ensure that ZHI’s Care Treatment program is implemented in a way that maximizes synergies with other programs and partner organizations strengthening HIV Care and treatment, and other relevant services in the province
• Attend provincial level (PHT and related) networking and review meetings
• Coordinate review meetings with key stakeholders including the PHE to facilitate inter-district sharing of experiences, achievements, sharing of good practices and course corrections
2. Manage and coordinate the Provincial Team
• Make and implement strategic decisions to support the Care and Treatment program implementation.
• Under the guidance of the HR and Operations Team, manage program operations (finance, HR, procurement and administration) in line with ZHI policies and country laws.
• Provide leadership and supervision to Care and Treatment program provincial team to ensure quality of program implementation
• Develop and monitor annual and quarterly work-plan and budget for the Province, in line with program targets
• Document key program achievements and challenges through production of routine program reports and information that feeds into programs and policy development.
• Implement ZHI policies reliably and consistently.
• Assess and manage ZHI staff capacity and performance
3. Program Implementation
• Support all district teams to ensure program is implemented with a high degree of fidelity.
• Guide and facilitate initiatives to strengthen capacity development and management of health care workers in the district.
• Provide technical assistance and guidance for quality on-site support and supervision with MoHCC.
• Oversee and support district communications activities
• Provide leadership to district teams to implement program activities that will achieve district targets.
• Lead teams to integrate Quality Assurance and Quality Improvement initiatives in HIV Care and Treatment services at site level.
• Work closely with the provincial and district managers in developing provincial and district HIV program QI annual plans
• Support the setting up of Quality Management Program structures at facility level e.g., QI Committee and QI teams; regular convening of QI Committee meetings at least monthly; development of annual Quality Management Plans; and development of work-plans for QI projects.
• Carry out annual Organizational Assessments.
• Support facility teams in sampling of clients; data abstraction, verification, validation, and entry into the performance measurement database once every 6months.
• Provide technical support in the analysis of the data prior to submission of QI reports. Additionally providing technical support to facilities for developing and using process indicators to track progress of QI activities.
• Provide technical support to facility teams as they prioritize, analyze causes of performance gaps, develop and pilot interventions through PDSAs, and evaluate their facility-level programs.
• Participate fully during the various peer learning platforms like the Regional Group meetings and review meetings.
• Support the documentation of key QI activities taking place at the facilities e.g. QI Committee meeting minutes, and QI Projects.
• Monitor site level action plans and trouble shoot challenges in HIV Care and Treatment Program Implementation.
• Support district teams to innovate within context and integrate ‘state of the art’ interventions to improve program performance.
4. Manage program resources for Provincial and District program
• Manage provincial and district budgets- contribute to the budget formulation, review and expenditure analysis.
• Timely review and approval of written requests for resources
• Ensure expenditure at district level is carried out in line with organizational finance and operational policy manuals and guidelines
• Manage all program resources in line with ZHI policy and procedures.
5. Guide and support analysis of program data (performance and process indicators)
• Lead ZHI provincial and district teams in data analysis. Support team to do a gap analysis and use data to optimize program implementation.
• Provide technical assistance with MoHCC to support improved data analysis, visualization, and use of data in program management.
• Supervise district HIV Care and Treatment Officers and ensure that all program data is routinely and timely entered into the relevant databases to monitor program implementation progress.
• Utilize routine programme data for program improvement and learning in the province

• Ability to travel to implementation districts a minimum of 35%.
• Ability to network, establish collaborative relationships
• Proficiency in usual desktop software (MS Word, Excel, Outlook) a requisite
Qualifications and experience
• Master’s degree in Public Health or related Masters qualification is a must
• Holder of MBChB degree or equivalent with 5 years of relevant experience with international development programs which includes 3 years’ experience with HIV/AIDS program planning and implementation at the community, facility and provincial level working with NGO sectors.
• Registration with the relevant professional board is required
• Demonstrated experience in working with Government Departments and non-governmental organizations to yield results toward common goals;
• Knowledge of Zimbabwean health system and HIV/AIDS epidemic and quality improvement interventions is required;
• Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders;
• Experience in management (HR, finance, administration, programs) is required
• Experience supervising and leading teams and monitoring staff performance.
• Demonstrated knowledge of USAID policies, procedures and approaches related to program design/implementation, budgeting, monitoring and evaluation;
• Experience integrating gender into development programming is preferred;
• Experience in data management, analysis and use is a distinct preferred
• Demonstrated capacity to innovate
