About

Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Private Voluntary Organisation (PVO 17/22). ZHI’s mission is to develop and deliver innovative and sustainable high-impact, integrated health interventions to the communities we serve, while working with and strengthening existing institutions.

The Re-Ignite Innovate Sustain and Empower (RISE) program aims to disrupt the main drivers of HIV risk for adolescent girls and young women (AGYW) in Zimbabwe using a proven approach called Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe women (DREAMS). The program goal is to contribute to the reduction of new HIV infections amongst AGYW 10-24 by 2026 in Zimbabwe by strengthening HIV and sexual violence prevention. The program is currently being in eleven priority high HIV burden districts in Zimbabwe (Beitbridge, Bulawayo, Bulilima, Gwanda, Gweru, Insiza, Mangwe, Matobo, Mazowe, Gokwe South and Mberengwa). These districts are in the following provinces: Mashonaland Central, Midlands, Bulawayo, and Matabeleland South provinces. ZHI’s primary role is to deliver a comprehensive curriculum on HIV prevention, gender norms and social asset building targeted at AGYW in school, out of school and their sexual partners at community level. ZHI’s core thrust in the DREAMS-RISE Program is to keep girls and young women HIV Free through supporting them to: • Stay in school • Prevent early pregnancies • Prevent sexual violence• Access Post violence care • Reduce child marriage. DREAMS-RISE provides a comprehensive, multi-sectoral package of core interventions to address key factors that make girls and young women particularly vulnerable to HIV. These include structural factors, such as gender-based violence, exclusion from economic opportunities, and a lack of access to secondary school. DREAMS layers multiple interventions at once so that AGYW are surrounded with critical support to keep them safe from HIV and other risks.


Basic Function

Reporting to the Regional Coordinator (RC), the District Program Coordinator (DPC) is responsible for the day-to-day planning, coordination, implementation, monitoring and reporting of all program activities in the assigned district, including documentation of success/human impact stories whilst ensuring proper stewardship of program resources in the district. S/he is also responsible for developing, nurturing, and managing effective program relationships with key Government of Zimbabwe (GOZ) line ministries and departments, other like-minded USAID implementing partners, community leadership and other relevant stakeholders in the district to assure successful implementation of the program. The DPC is the primary technical support to district teams and supports the multi- disciplinary team to implement with fidelity, ensuring deliverable meets technical standards, approved budgets and meet set timelines. In close collaboration with the national technical team, s/he is responsible for the overall implementation of the in-school interventions, including the roll-out of the school block grant initiative.


Job Description

Provide leadership in the day-to-day management, coordination, and implementation of all program activities, whilst ensuring proper stewardship of program resources in the district (i.e., human, financial, and material resources); Develop district workplans and ensure that program activities in are implemented in accordance with approved work plans, budgets, timeframe, and scope; Translate the program technical guidance to the district team and ensure program activities are implemented in accordance with the approved USAID/PEPFAR and national guidelines to assure implementation fidelity across the districts; Responsible for the overall implementation of the in-school interventions, including the roll-out of the school block grant, Community School Education Partnership (COSEPA) initiative; Facilitate weekly performance optimization team (POT) meetings with the district multi-disciplinary team of staff to monitor program performance, discuss implementation challenges, develop remedial actions for poorly performing indicators, and ensure implementation of the same; Work closely with the RC to provide district weekly performance update reports to the program leadership; In close collaboration with the Strategic Information and Evaluation (SIE) team, conduct Routine Data Quality Assessment (RDQAs) across all program indicators to ensure quality program data and service delivery; Provide technical guidance, mentorship, coaching, and supervision to the multi-disciplinary team of staff in the district team to strengthen their capacity towards program implementation; Generate high quality monthly, quarterly, and annual progress reports, including documentation of success/human impact stories; In close collaboration with the key GOZ line ministries and departments and other stakeholders, conduct routine field-based supportive supervision visits to monitor program activities; Conduct meaningful Point of Contact (POC) monthly and quarterly meetings, including the bi-weekly Referral Technical Working Group (RTWG) meetings by reviewing agenda of these meetings, following up on key action plans, and reporting outcomes of these meetings to the program leadership; In close collaboration with the national technical teams, identify staff capacities gaps and develop customized capacity strengthening interventions to address the identified gaps and ensure implementation fidelity across the districts; Develop, nurture, and manage effective program relationships with key GOZ line ministries and departments, other like-minded United States Agency for International Development (USAID) implementing partners, local leadership, and other relevant stakeholders across the districts to assure successful implementation of the program; Monitor sub-awardees’ activities across the district and ensure timely implementation and reporting, including reviewing sub-awardees’ milestones and deliverables before they are submitted to the national office; Ensure timely liquidation of office petty cash and activity advances in the district; Establish and maintain culture of high performance by ensuring district staff have clear performance targets, which are regularly reviewed, and timely remedial actions taken; In collaboration with human resources team, ensure the safety, security, health, and wellbeing of program staff in the district.

Qualifications and experience

Bachelor’s degree in social sciences, community development, education, or any other relevant field; Masters’s degree will be an added advantage; At least 3 years relevant experience in managing Sexual Reproductive Health (SRH)/HIV programs; Experience of successfully managing diverse teams of staff and volunteers; Understanding of social inclusion, social accountability, and resilience principles; Excellent relationships, negotiation, networking, and coordination skills; Must have excellent interpersonal and communication skills; Must be fluent in English (both written and spoken); Computer proficiency and familiarity with a range of software applications including word processing, spreadsheets, and databases; Good working knowledge of Positive Youth Development (PYD) Framework, HIV prevention for priority populations including adolescents and youth; HTS; positive dignity, health, and prevention, social and behavior change communications, community development, gender and/or gender-based violence; Experience managing complex initiatives with proven ability to develop high impact partnerships.
