The Consultant agrees to hold the prices in its offer firm for 60 days from the date specified for the receipt of offers unless another time is specified in the addendum of the RFP.


1. Background

Zimbabwe Health Interventions (ZHI) is a local non-profit human development organization whose mission is to help the Government of Zimbabwe (GoZ) achieve its health-related goals, with a focus on contributing to HIV/AIDS epidemic control using comprehensive and sustainable human development approaches; conducting research that will guide/inform policy and development of innovative interventions for human development in Zimbabwe. ZHI is currently implementing the Re-Ignite, Innovate, Sustain and Empower (RISE) Project in 9 out of the 16 DREAMS districts across Mashonaland Central, Midlands, Bulawayo, and Matabeleland South provinces. The project is funded by USAID.

ZHI is now seeking proposals (technical and financial) from highly qualified individuals/Media Companies/Documentary production firms registered and working in Zimbabwe to document human impact stories of the ZHI DREAMS-RISE Program document human impact stories of the ZHI DREAMS- RISE Program.

2. Objective of Services/Work
The objective of this assignment is to document human impact stories of the ZHI DREAMS-RISE Program from various perspectives of the project beneficiaries, program implementers, stakeholders across the 9 project districts of Mashonaland Central, Midlands, Bulawayo, and Matabeleland South provinces (Beitbridge, Bulawayo, Bulilima, Gwanda, Gweru, Insiza, Matobo, Mangwe and Mazowe). This is to be done through filming, editing and production of short documentary videos and images on selected topics of the program interventions, suitable for use on multimedia platforms. The produced videos and images will be used to creatively communicate and showcase successes of the program interventions.


Scope Of Work


  1. Scope of Work


The service  provider  is required  to produce  short  overview/documentary videos  told mainly  from  the perspective  of ZHI, RSE program beneficiaries,  with interviews and inputs from local communities,  key stakeholders, and RISE program staff.


–     The videos should be produced  in the language that the cadre is comfortable with (English, Shona/ Ndebele) but will have captions in English, with highest market quality standards, high definition, in full color, with clean stylistic touches. The short videos will be on selected program topics which will be used for information sharing with different audiences on multimedia platforms.


–     The production i.e. filming, editing, voicing/narration  etc. should be done by the service provider,


script writing will be done with support from ZHI focal person.


–     The service provider will also produce high quality images from the project work.


Specific Tasks  and Deliverables for the Service Provider


Under the supervision of the Business Development  and Stakeholder Engagement Director (BDSED)


and the Communications  and Advocacy Officer, the consultant will be responsible for the following:


Tasks



  • Development  of the short videos overall concept and scenario with support from RISE program technical team.

  • Visit selected sites from 9 implementing districts and interview RISE clients  and key stakeholders.

  • Perform appropriate filming and shoot interviews with the projects’ clients and stakeholders.

  • Ensure the highest broadcast quality of videography and photography.

  • Ensure that all requests  and instructions  from ZHI pertaining  to videography  and video-editing requirements are fulfilled per agreed timelines.

  • Ensure that correct video formats are used as requested by ZHI.

  • Ensure  that  videos  produced  for  use  on  the  ZHI  conference   and  social  media  follow  the specifications required by ZHI.

  • Work with the highest professional ethical standards and in keeping with ZHI’s core messages.


Deliverables:



  1. 3 x short overview/documentary videos (duration of 3 minutes each).

  2. 20 x short videos of beneficiaries, project staff, program components, or achievements    (duration of 90 seconds each)

  3. A minimum of 200 RISE story telling project Images in high resolution.


 



  1. Duration of the Assignment and Location


The duration of the assignment is 15 working days from the date of signing the contract.



  1. Travel


The assignment will involve travel to selected projects sites, which will be confirmed by project leadership once consultant is on board.  The travel will be to  communities and health facilities, ZHI national office and stakeholders’ offices. The service provider is expected to cover travel and accommodation costs. Any equipment needed to complete this assignment will be provided by the service provider.



Application Requirements


  1. Qualifications


The lead Consultant must have:



  • Qualification  in media  communications,  Journalism,  Social  Sciences,  Humanities,  Filming  and Videography,  or any  other  related  field,  a bachelor’s  or a master’s  degree  in these  fields  are preferred.

  • At  least  8years  experience  in filming  and  video  production  within  the  development  sector  in


Zimbabwe and/or region



  • A proven track record of developing human impact stories and documentaries for the development sector.

  • Experience documenting health programs in Zimbabwe

  • Submit products of work done for with NGOs in Zimbabwe/region

  • Fluency in English, Shona, and knowledge or other local languages an asset



  1. Application Procedure (Recommended  Presentation of the Proposal):


Your proposal document must address all requirements detailed out in the Terms of Reference and include the following:



  1. Proposal  Cover  letter  – letter  of  interest,  highlighting  corporate  profiles,  years  in  business, significant work experience relevant to the assignment.

  2. Technical proposal of not more than 5 pages, detailing the following:

  1. Submission Instructions


Proposals  are due no later than 23:59 PM on or before  Thursday, May 7, 2023, through  e-mail  to Procurement on procurement@zhi.co.zw with subject line clearly stated as “Consultant for Videography/ Photography Service for RISE Project”.


 



  1. Evaluation and Selection


Proposals  will be evaluated  and ranked according  to the conditions  described  in the evaluation  criteria below, with a total overall maximum point value of 100:

Selection will be based upon “Best Value”.   Applications will first be evaluated and scored from a technical standpoint. Applications that are technically acceptable shall then be evaluated in terms of cost. The award shall be issued to the offeror with the highest combined technical and cost score.  Interviews with shortlisted candidates may be held, and references checked.



  1. Payment conditions


Payments shall be made directly to the vendors’ Nostro bank accounts, subject to applicable taxes.



  1. ZHI Terms and Conditions



  • ZHI reserves the right to cancel the solicitation and not award.

  • ZHI reserves  the right to accept  or reject  any proposals  received  at any time, without  thereby incurring  any liability to the affected  bidder(s)  or any obligation  to provide information  on the grounds for the action.

  • Incomplete proposal submissions that do not comply with all specifications will be rejected.

  • ZHI may choose to award only part of the activities in the solicitation,  or issue multiple awards based on the solicitation activities.

  • ZHI reserves the right to waive minor proposal deficiencies  that can be corrected prior to award determination to promote competition.
