Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high impact integrated health interventions with local communities while working with and strengthening existing institutions.

The Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe women (DREAMS) Program aims to prevent new HIV infections and reduce vulnerability among OVC, OVC caregivers and Adolescent Girls and Young Women (AGYW) in Zimbabwe. The DREAMS program is being implemented in priority high HIV burden districts in Zimbabwe. ZHI’s primary role is to deliver a comprehensive curriculum on HIV prevention, gender norms and social asset building targeted at AGYW in school, out of school and their sexual partners at community level. ZHI’s core thrust in the DREAMS Program is to keep girls and young women HIV Free through supporting them to; Stay in school; Prevent early pregnancies; Prevent sexual violence; Access Post violence care; Reduce child marriage. DREAMS provides a comprehensive, multi-sectoral package of core interventions to address key factors that make girls and young women particularly vulnerable to HIV. These include structural factors, such as gender-based violence, exclusion from economic opportunities, and a lack of access to secondary school. DREAMS layers multiple interventions at once so that AGYW are surrounded with critical support to keep them safe from HIV and other risks.

Basic Function

Under the Protection and Accountability Coordinator's supervision, the Protection and Safeguarding Assistant will support DREAMS-RISE staff and rights holders to ensure continuous improvements in reinforcing protection from sexual exploitation and abuse. S/he will support DREAMS-RISE members and their programs (and through them partners and sub-grantees) to foster a work environment that prevents and protects against sexual exploitation and abuse. This role covers PSEA and child protection in all our contexts (all ZHI offices or wherever DREAMS-RISE employees work and within all programming).

Job Description

In close collaboration with the PAC Coordinator, the successful candidate will be responsible for supporting and tracking progress of the implementation of the global policy on Protection from Sexual Exploitation and Abuse and Child Protection (PSEA/CP); S/he will act as the district subject matter expert who will support the program to work together towards identifying and sharing internal/external best practices, harmonizing global policy and procedures, refining capacity-building material, reinforcing complaints mechanisms; The officer shall continuously promote protection from sexual exploitation and abuse (SEA), our zero tolerance towards SEA and actively participate in external and internal forums (e.g. PSEA/CP focal points’ meetings and exchanges); In collaboration with the Protection and Accountability Coordinator, s/he will advise SMT to develop organisational culture and supporting processes to create a safe working environment free from sexual violence and to reduce power inequality, as a key strategy to prevent and respond to SEA (including harassment in the workplace); Support the development of strategies, systems, and procedures to respond to SEA, including integrating already existing complaint mechanisms and identifying additional complaint channels; Supporting members with guidance on best practice community-based complaints mechanisms and supporting the organisation in developing investigative capacity and standards in victim/survivor assistance. Raise awareness of the ZHI Code of Conduct for working with children to parents/caregivers, AGYW and community leadership involved in the DREAMS clubs; Support DREAMS-RISE to have in place effective and consistent monitoring and evaluation mechanisms for PSEA/CP; Assist staff efforts in defining, compiling, and collecting data related to Sexual Exploitation and Abuse/Child Protection and Sexual Harassment as lead on report-back both internally and externally; Support and mentor ZHI and related Personnel conducting difficult investigations and act as the resource person to help source tools, resources and provide any relevant guidance; Work closely with the Protection and Accountability Coordinator, PSEA/CP focal points and other key stakeholders to undertake regular reviews of ZHI PSEA/CP Policy.

Knowledge, Skills and abilities

Excellent communication skills, including writing, training and presentation skills; Excellent interpersonal skills and solid analytical skills; An interest in the well-being and safeguarding of children and child protection matters; A willingness to challenge opinion, where necessary, and to drive the child protection agenda; Strong listening skills and the ability to deal with sensitive situations with integrity.

Qualifications and experience

Degree in social sciences, human resources law, criminal law, investigation, gender-based violence or related field; At least one year of relevant work experience, especially in compliance and ethics; investigative practice skills; familiarity with Safeguarding and PSEA; and experience integrating a compliance issue throughout big organizations; Experience of working with children and vulnerable AGYW, including demonstrable experience of undertaking difficult interviews and investigations, and ensuring survivor protection with sensitivity; Strong experience from a humanitarian/NGO setting with relevant professional experience in the field of sexual exploitation and abuse, protection, gender-based violence, staff misconduct and discipline, gender mainstreaming and/or humanitarian affairs.
