About

Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high impact integrated health interventions with local communities while working with and strengthening existing institutions. Zimbabwe Heath Interventions (ZHI) is seeking applications for a Provincial SIE Officer for an anticipated USAID/PEPFAR supported five-year Care and Treatment project in Zimbabwe. The focus of the project will be to increase the availability and quality of comprehensive HIV prevention, care and treatment services through support to the health sector and community-based interventions, with a focus on ensuring all HIV positive individuals know their HIV status, are on treatment and are virally suppressed and those at risk of contracting HIV access high impact prevention services including prevention of mother-to-child transmission, pre-exposure prophylaxis and post violence care. Recruitment is contingent upon successful award of the project


Basic Function

The Provincial Strategic Information and Evaluation Officer support specific districts within the province in data collection, compilation, reporting and motoring attainment of set targets per each of the sites. The incumbent monitors all programme indicators as well as the implementation of prevention and intensified HIV case finding leading to identification of new HIV positive clients, linkage as well as retention into care and treatment and viral load programme. The incumbent reports administratively to the provincial management and technically to the SIE Advisor. The position will contribute to overall improved quality of data generated by the province, improved HIV Monitoring & Evaluation systems as well as ensuring that data are correctly and timely entered into MOHCC DHIS.2, ZHCT-HIV DHIS.2, PEPFAR DATIM and other necessary platforms.


Job Description

Lead the implementation of all SIE activities in the province. Ensure compliant use of MER plans, tools and a SOPs in the province. Support sites to adapt standard operating procedures (SOP) for data quality assurance, reporting, data dissemination, and other routine M&E processes; Support collection of routine data. Support Monitoring and evaluation capacity development activities. Contributes to the timely implementation, accurate, timely and appropriate reporting of project activities and results to funders, including High frequency reports, monthly, quarterly, semi-annual and annual progress reports. Reviews routinely collected M&E data, provides feedback to Provincial and ZHCT Head Office teams. Supports Provincial and ZHCT Head Office teams in using findings to improve program performance. Provides technical guidance for use and dissemination of routinely collected and data from surveillance systems. Support data use efforts at site levels. Attend to district and provincial meetings on behalf of ZHCT program. Perform other related duties as directed.


Knowledge, Skills and abilities

Knowledge of health and development programs in Zimbabwe specifically. Sound knowledge and experience regarding M&E, statistics and quality assurance/quality improvement, and their specificities for Zimbabwe. Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infections. Capacity to manage and build the capacity of district teams. Capacity to consistently provide technical inputs on HIV/AIDS in the ZHI network to improve the quality of HIV/AIDS service delivery. Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance. Ability to represent ZHI/Zimbabwe to stakeholders and the NGO community. Ability to manage tight deadlines and deliver high volumes of work with minimal supervision. High degree of proficiency in written and spoken English communication, including presentation and training skills. Proven ability in supervising staff. Well-developed computer skills.


Qualifications and experience

An Advanced degree in mathematics, demography, statistics, public health, or social sciences. Minimum of three years of experience and demonstrated practical skills in monitoring HIV and AIDS, TB, care and support programs. Demonstrate working knowledge of quantitative data collection using the MOHCC systems, including data analysis using Excel, Epi-Info, or any other data analysis software. Familiarity with and good working knowledge of MS Office packages. Experience working with multiple stakeholders and familiarity with PEPFAR indicators and reporting requirements will be an added advantage. The ability to speak local languages (Ndebele; Shona) in the respective area is highly desirable.
