About
Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high impact integrated health interventions with local communities while working with and strengthening existing institutions. The Accelerated and Comprehensive HIV Care for Epidemic Control in Zimbabwe (ACCE) project's objective is to complement the government of Zimbabwe (GOZ)’s efforts towards epidemic control by targeting testing to efficiently identify PLHIV, ensuring all newly diagnosed PLHIV are immediately linked to treatment, and all PLHIV on treatment have ready access to antiretroviral therapy (ART), are retained on treatment, and remain virally suppressed. The program is being implemented in 9 districts in Midlands (Gweru, Kwekwe, Mberengwa and Gokwe South) and in Manicaland (Makoni, Mutare. Chipinge, Rusape and Buhera).
Basic Function
The Technical Officer is a key position within the provincial technical team under the ACCE program. The position will be based at the provincial office and will report directly to the Provincial Programs Manager. In liaison with the Provincial Programs Manager s/he will be responsible for coordinating technical assistance at site level within the districts. The position has a special focus on ensuring access to high quality prevention, care, and treatment services through continuous quality improvement approach. The Technical Officer works closely with the District HIV Care and Treatment Coordinators and provides mentorship and technical support for HIV prevention, care, and treatment to the district teams and supported health facilities in line with organizational and national guidelines and targets. The Technical Officer is responsible for ensuring implementation fidelity of the program and national guidelines for provision of high quality and comprehensive HIV services in the supported districts.
Job Description
• Support capacity building and mentorship of ZHI district treatment teams under the project to ensure the provision of comprehensive and integrated (including TB , cervical cancer screening and mental health services )HIV care and treatment services for PLHIV in the implementing districts.
• Work with DHEs and support health facilities in the districts to adopt, implement and monitor the national strategies (same day ART, DTG transition, management of advanced HID disease) for enrolling PLHIV on ART to achieve facility and district ART targets.
• Work with DHEs and support health facilities in the districts to implement and monitor the national strategies (DSD models, Defaulter tracking, VL monitoring, management of PLHIV with high VL) for retaining PLHIV on ART to achieve facility and district retention targets.
• Work with DHEs and support health facilities in the districts to implement and monitor high impact TB/HIV strategies (TPT, TB Case finding,) for PLHIV.
• Work with DHEs and support health facilities in the districts to implement and monitor national strategies for prevention, screening and treatment of NCDs (cervical cancer screening, VIAC, LEEP etc ) for PLHIV.
• Support quality improvement initiatives at facility and community level using the Total Quality management, Model for quality improvement or 5s approaches through
o facilitation implementation of effective measures to build capacity of districts and health facilities implementing quality improvement activities in the national HIV program through
o supporting the development of and maintain an inventory of QI plans developed by the districts and health facilities implementing quality improvement activities for the national HIV program,
o Implementation of effective measures to support implementation of planned quality improvement activities in supported districts and health facilities,
o Conducting periodic site support visits to districts and sites implementing quality improvement activities to monitor implementation progress,
o Developing and implementing an effective system for monitoring implementation of quality improvement activities and processes in supported districts and health facilities
o Leading in collection and analysis of both qualitative and quantitative data for monitoring and evaluation of the quality improvement program,
o Compile quarterly, annual, and other regular reports for the quality improvement program as required from time to time,
o Lead in documentation of lessons learned and best practices in quality improvement implementation through technical reports, abstracts and manuscripts,
• Perform other relevant duties as assigned
Knowledge, Skills and abilities
• Basic knowledge and experience in M and E.
• Willing to work independently with minimum supervision.
• Willing to deliver high volumes of work with minimal supervision.
Qualifications and experience
• MBChB degree qualification, or equivalent.
• Possession of an MPH post graduate degree in a related field is an added advantage.
• A minimum of 5 years’ relevant experience with international development programs which includes 2 years’ experience with HIV/AIDS program management and implementation or Provincial level working with NGO sectors.
• Experience with HIV care and treatment programs in the public health sector in Zimbabwe is an added advantage.
• Valid registration with the relevant professional body; Familiarity with Zimbabwe health systems and NGOs is highly desirable.
