About
Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Private Voluntary Organization (PVO 17/22). ZHI’s mission is to develop and deliver innovative and sustainable high-impact, integrated health interventions to the communities we serve, while working with and strengthening existing institutions.
The Re-Ignite Innovate Sustain and Empower (RISE) program aims to disrupt the main drivers of HIV risk for adolescent girls and young women (AGYW) in Zimbabwe using a proven approach called Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe women (DREAMS). The program goal is to contribute to the reduction of new HIV infections amongst AGYW 10-24 by 2026 in Zimbabwe by strengthening HIV and sexual violence prevention. The program is currently being in eleven priority high HIV burden districts in Zimbabwe (Beitbridge, Bulawayo, Bulilima, Gwanda, Gweru, Insiza, Mangwe, Matobo, Mazowe, Gokwe South and Mberengwa). These districts are in the following provinces: Mashonaland Central, Midlands, Bulawayo, and Matabeleland South provinces). ZHI’s primary role is to deliver a comprehensive curriculum on HIV prevention, gender norms and social asset building targeted at AGYW in school, out of school and their sexual partners at community level. ZHI’s core thrust in the DREAMS-RISE Program is to keep girls and young women HIV Free through supporting them to: • Stay in school; Prevent early pregnancies; Prevent sexual violence; Access Post violence care; Reduce child marriage. DREAMS-RISE provides a comprehensive, multi-sectoral package of core interventions to address key factors that make girls and young women particularly vulnerable to HIV. These include structural factors, such as gender-based violence, exclusion from economic opportunities, and a lack of access to secondary school. DREAMS layers multiple interventions at once so that AGYW are surrounded with critical support to keep them safe from HIV and other risks.
Basic Function
The Senior Strategic Information Evaluation Officer works closely with the SIE Specialist and regional and District SIE Officers by providing technical support and managing project data for Specific Program thematic/technical areas as assigned . S/he leads the establishment of credible, organized, and secure electronic and paper-based data management systems for Program technical areas as assigned. Leads development and Implementation of Program optimization approaches and Quality improvement interventions for specific program technical areas as assigned.
Job Description
Provide strong technical support to national, regional, and district SIE Officers in monitoring DREAMS project output indicators for different program thematic areas; Supports development and implementation of Monitoring and Evaluation frameworks, budgets, performance monitoring plans, and data collection tools ensuring that they align to Project M and E frameworks, especially log-frames, PMPs, and guidelines; Leads the development/updating of Data Management Guidelines/SOPs for specific program technical areas; Supports the District SIE Officers and implementing partners’ staff to ensure that Monitoring and Evaluation data is collected and utilized timeously; Assists in various capacity-strengthening activities and overseeing training of staff or partners on monitoring and evaluation as necessary; Support the MEL Advisor to review weekly project performance and provide feedback to the technical team; Participates in district-level internal DREAMS assessments such as risk assessments, profiling of project beneficiaries, sentinel site assessments, and internal mid-term reviews (This includes the development of data collection tools, data collection, verification, capturing, and analysis); Review, validate, share, and present regular ZHI Monitoring and Evaluation reports, to be used by various stakeholders (health workers in service delivery points, public health practitioners, technical officers, and management in ZHI); Plays an active role in project research activities, research and impact studies, surveys, and evaluation of the project activities through drafting Research TORs, calls and selection criteria to evaluate and select consultants/researchers; Monitor and support the implementation of the Annual DQA plan. Identify and arrange training courses and develop inputs for monitoring & evaluation staff; Conducts training on data management as necessary; Contribute to maintenance of the Monitoring and Evaluation database, ensuring that all cleaned and verified project data is captured monthly; Contributes to the compilation of high-quality project monthly, Quarterly, and Annual Progress reports detailing Project performances, success, and challenges; Performs other tasks and responsibilities as may be designated from time to time

Qualifications and experience
A Degree in Statistics, Demography, Epidemiology, Public Health, or a related field; Minimum of 4 years hands-on experience in monitoring and evaluation; Extensive knowledge of measurement and evaluation issues associated with SRH Programs; Strong research experience with demonstrated ability in the use of quantitative and qualitative methods. Able to work with large amounts of data; Field experience conducting evaluation activities (e.g., planning, joint design with stakeholders, data collection, enumerator training, data analysis, and interpretation); Excellent report-writing skills and advanced computer skills in spreadsheets and graphics presentations, including knowledge of software packages such as SPSS/STATA/SAS, Excel, and Access; Conversant with web-based database development and data management; Experience in the use of mobile phones in monitoring; Significant experience in capacity building of staff/partners in Monitoring and Evaluation.
