About

Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high impact integrated health interventions with local communities while working with and strengthening existing institutions. Zimbabwe Heath Interventions (ZHI) is seeking applications for a Senior Technical Officer - HIV Prevention for an anticipated USAID/PEPFAR supported five-year Care and Treatment project in Zimbabwe. The focus of the project will be to increase the availability and quality of comprehensive HIV prevention, care and treatment services through support to the health sector and community-based interventions, with a focus on ensuring all HIV positive individuals know their HIV status, are on treatment and are virally suppressed and those at risk of contracting HIV access high impact prevention services including prevention of mother-to-child transmission, pre-exposure prophylaxis and post violence care. Recruitment is contingent upon successful award of the project


Basic Function

In close liaison with the Technical Director, the position provides technical support to the project to implement high quality integrated HIV services and activities across all project sites. It has a special focus on increasing access to high impact HIV prevention services through provision of site-level technical assistance (TA) that ensures comprehensive implementation of national guidelines, procedures, and high quality standards of practice at service delivery points at both healthcare facilities and the community order to maintain for the prevention of new HIV infections.


Job Description

• Under the guidance of the Technical Director contribute to costed work plan development
• Work closely with the provincial teams to develop, implement and monitor provincial and district annual work plans and budget.
• Provides technical support related to implementation and scale-up of high impact client-centered behavioral and biomedical (HTS, PMTCT, PrEP ) HIV prevention strategies at facility and community level.
• Participate in development and review of MOHCC technical guidelines, training materials and M&E tools for HIV prevention activities within the project.
• Implement evidence/data driven strategies for related clinical and community HTS services support at the provincial and district levels.
• Ensure appropriate program monitoring and accurate financial and programmatic reporting to the Country Office.
• Contribute to strengthening a standardized monitoring and evaluation system in support of the HIV prevention strategies with implementation of QA/QI strategies
• Undertakes regular targeted frequent monitoring supportive visits to project sites as necessary
• Provide technical assistance in quarterly evidence-based review meetings
• Coordinates all capacity building and external quality assurance activities for ZHI staff at
district levels.
• Reviews and consolidates periodic reports (programmatic and financial) submitted by all ZHI staff at provincial level
• Contributes to development and dissemination of lessons learned from the project and other relevant projects that are related to community-based HIV prevention services and apply these lessons to modify and improve the project.
• Ensures that all ZHI assets and other resources are effectively managed
• Perform other duties as assigned


Knowledge, Skills and abilities

1. Good knowledge of HIV/AIDS prevention care and treatment in Zimbabwe
2. Experience in designing and implementing of public health/international development
programs funded by US government or other international donors.
3. Extensive knowledge of health and development programming in a developing country.
4. Working knowledge of major donor policies (USAID, Global Fund) as well as international
not-for- profit organizations.
5. Demonstrated management, supervision, networking and leadership skills working with large,
complex programs.
6. Demonstrated knowledge of strategic planning, administrative, and financial management
systems.
7. Excellent written, oral communication and interpersonal skills as well as demonstrated ability
to manage a team
8. Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
9. Well-developed computer skills.
10. Ability and willingness to undertake frequent in-country travel - minimum of 50%.


Qualifications and experience

1. MBChB, MS/MA in Social science or equivalent.
2. Possession of an MPH or post graduate degree in a related field is an added advantage.
3. A minimum of 3 years’ relevant experience with international development programs which includes 2 years’ experience with HIV/AIDS program planning and implementation at the community or Provincial level working with NGO sectors
4. Valid registration with the relevant professional body
5. Familiarity with Zimbabwe health systems and NGOs is highly desirable.
