About

Background

Zimbabwe Health Interventions (ZHI) is a local non-governmental organization registered as a Trust in Zimbabwe under the Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high-impact integrated health interventions with local communities while working with and strengthening existing institutions. Since its establishment in 2019, ZHI has been implementing USAID-funded grants in HIV care and treatment in Zimbabwe. Currently, ZHI is implementing the Accelerated and Comprehensive HIV Care for Epidemic Control in Zimbabwe (ACCE) project whose objective is to complement the government of Zimbabwe (GOZ)’s efforts towards HIV epidemic control by targeting testing to efficiently identify PLHIV, ensuring all newly diagnosed PLHIV are immediately linked to treatment, and all PLHIV on treatment have ready access to antiretroviral therapy (ART), are retained on treatment, and remain virally suppressed. Women living with HIV (WLHIV), are screened for cervical cancer annually through visual inspection with acetic acid (VIAC) and treatment of precancer lesions with cryotherapy, thermocoagulation, and LEEP. There is a need to ensure these services are of high quality through the implementation of a standardized quality control program across the 9 districts of implementation, in Midlands (Gweru, Kwekwe, Mberengwa, and Gokwe South) and in Manicaland (Makoni, Mutare. Chipinge, Mutasa and Buhera).

Purpose of Assignment

In order to ensure the provision of high-quality cervical cancer screening and treatment services, ZHI seeks to engage the services of a VIAC Consultant who will develop a cervical cancer quality control program specifically for ZHI´s ACCE project. Under the overall guidance of the Technical Director, the consultant will review the current performance of the cervical cancer program with regard to the quality of VIAC screening and treatment (LEEP) services and submit a detailed report to the Technical Director with findings and recommendations to strengthen and improve quality of ACCE cervical cancer services. This should translate into the development of a standardized VIAC quality control program for the ACCE project and will be followed by training of VIAC nurses and officers for Manicaland and/or Midlands provinces in quality control.

Broad Objective

• To ensure that the cervical cancer program is of high quality with reliable and accurate results.

Specific Objective

• To review the current performance of the ACCE cervical cancer program with regards to quality.
• To develop a quality control program for ACCE cervical cancer screening and treatment services.
• To train cervical cancer screening and treatment clinicians and officers in the quality control program


Scope Of Work


  • Develop and roll out a quality control program for the ZHI ACCE cervical cancer program

    • Carry out an assessment of the quality of cervical cancer services currently being provided and submit a report to the TD

    • Develop a proposal/concept note of the quality control program and how it will be rolled out for review and approval by the supervisor prior to implementation.

    • Provide technical assistance to the roll-out of the approved quality control program





  • Conduct a VIAC quality control training for all ZHI supported cervical cancer screening and treatment staff

    • In liaison with the TD, the consultant will develop and conduct quality control training for all ZHI-supported cervical cancer




Deliverables



  • A comprehensive Quality control program document that includes tools and standard operating procedures on quality control outlining who does what, when, and how.

  • A capacity building session for cervical cancer nurses and officers in quality control conducted


Plan of work


The level of effort for this activity will not exceed 5 days with a period of performance ending 13 June 2022. The expected start date is 9 June 2022.

Profile and Qualifications



  • MMed Obstetrics and Gynaecology or equivalent

  • Registered with the Medical and Dental Council of Zimbabwe

  • Master’s in public health is an added advantage

  • At least 5 years of progressively responsible and relevant professional work experience in training LEEP and/or VIAC in the public sector

  • Good strategic visioning, critical and strategic thinking, and ability to develop strategic partnerships.

  • Knowledgeable in the Health, Education, Livelihoods, and Genderfields,

 How to Apply


No paper applications will be accepted. Individual(s)/organization with the experience, skills, and expertise in the above assignment should submit a proposal, CVs, and evidence of previous work done related to these activities to ZHI on procurement@zhi.co.zw not later than the 22 May 2022. The proposal should be no more than 2MB in size. During submission, use the title of this consultancy in the subject line, “VIAC Consultant”.


The technical proposal should detail the following:



  • Understanding of the Terms of reference.

  • A capacity statement including demonstrated ability to handle the assignment.

  • A detailed plan of conducting the exercise, with a clear description of the methodology.

  • Budget breakdown detailing consultancy and any other related costs i.e., daily rate.

  • Current Curriculum vitae with at least three recent organizations where similar services of the consultant have been utilized including contact details and title of the assignment.

  • Completed biodata form.


Evaluation and Selection


Proposals will be evaluated and ranked according to the conditions described in the evaluation criteria below, with a total overall maximum point value of 100:





























Criteria Score 
Capacity statement and relevant experience that shows an understanding of terms of reference and demonstrated ability to handle the assignment. It should include descriptions of similar work and solid references. 30%
Cost-effectiveness of proposal 15%
A clear description of the proposed methodology and timeline for consultancy deliverables. 40%
At least five years’ experience in providing similar services giving details of organization(s) where the services of the consultant have been utilized. 15%
Total 100%

Selection will be based on “Best Value.” Applications will first be evaluated and scored from a technical standpoint. Applications that are technically acceptable shall then be evaluated in terms of cost. The award shall be issued to the offeror with the highest combined technical and cost score.


Payment conditions


The consultant should detail how their payments are structured and any related terms thereof. Payments shall be made directly to the vendors’ Nostro bank accounts, subject to applicable taxes, after approval by Executive Director.
